Why "minimum" size matters here
PPSC states 4.5×3.5cm as a minimum, not an exact target — a larger photo is fine as long as the file stays under 60KB. The preset resizes to the standard 4.5×3.5cm proportions at print resolution and compresses under the ceiling, which satisfies both bounds. For the CNIC picture, scan flat and evenly lit, crop to the card's edges, and legibility survives the 60KB compression easily.
